To delete cookies select Tools -> Internet options -> the General tab -> Click on the Delete button -> Cookies-> Delete.

To block cookies, you need to enter Functions -> Internet Options -> Privacy -> Move the slider to the top to block all cookies. You then block all cookies -> Click OK.
